Can't get into 98 safe mode with dual boot

I have both Win98se and XP in separate hd's same system. When I try to get into
safe mode of win98, the menu appears with both systems, I choose Win98, press
F8 as suggested and then enter and it goes straight into norma windows. I
need to remove usb drivers in safe mode, but cannot get into it. Anyone know
why and how I can?

Boot the computer and select Windows 98 from the Boot menu.

Immediately after you press the Enter key to boot Windows 98 press the
Ctrl key and hold it down. That should get you into the Startup Menu
for Windows 98 and you can then choose Safe Mode from the menu.

If that does not work then let the computer finish booting into
Windows 98. Then use Start - Run - MSCONFIG and click on the Advanced
button on the General tab. In the Advanced window select the option
to "Enable Startup Menu". Click on Apply and OK as needed to exit.
Shut down and restart the computer.

Now when you boot into Windows 98 the Startup Menu will always appear,
at least until you go back into MSCONFIG and unselect the "Enable
Startup Menu"..
